''The Power to Destroy'' was co-written by former Republican Senator William Roth and William Nixon. Roth and Nixon expose the truth on how the IRS operates and explain how they have become “Americas most feared Government agency,” by playing police, judge, jury, and executioner. After the hearings in which Americans provided horror stories of abuse by the IRS, which came out looking like an agency in need of reform, Senator Roth explains the legislation that resulted from that process (the Internal Revenue Service Restructuring Act of 1998).
